FRIDAY 2-3-12 KAHI NEWS   Auburn Fire and Police responded yesterday afternoon after receiving a call from someone saying they believed a person was in the water canal between Edgewood Road and Wise Forebay. The caller said they heard someone calling for help from the canal. No one was found.   -0- The Placer County Sheriff’s office is still trying to identify the body found under the Foresthill Bridge and in the Waters of the American River late Tuesday. An autopsy is being performed, and a call for identification from the general public was released yesterday.   -0- An appeal by the Alliance for the “Protection of the Auburn Community”, challenging the decision of the Placer County Supervisors to allow the building of a new Wal-Mart in North Auburn…. is in the State appeals court and appears to be in limbo. A Placer County Judge ruled the group had filed too late and could not proceed. They are now waiting for a ruling from the state appeals court. Wal-Mart had said they plan to start construction in the spring, but could be stopped if the appeals court rules in favor of the North Auburn Group.   -0- Gov. Brown has sent his version of a 12 point pension reform to the legislature’s Conference Committee on Public Employee Pensions. Brown has offered a constitutional amendment that will narrowly define language in the state law. The plan will require two thirds of the legislature to approve, to put the constitutional changes on the Nov. 6th ballot and then needs voter approval. Major parts of the plan would forfeit all or parts of pensions of elected officials or civil servants that are connected of a felony associated with their offices or jobs; Ends retroactive pension enhancements; Limits hours and wages for retirees who return to government work; plus several other clarifications.   -0- State lawmakers voted late yesterday against targeting school bus service in their midyear cuts to educational budgets. The original cut that was included in the state budget would have taken 248 million dollars from school transportation. Both houses approved the bill and it has been sent to Gov. Brown who is expected to sign it. -0- Raley’s supermarkets said yesterday that the delay in progress in getting a new agreement with unions is costing the grocery chain millions and had contributed to the closing of two stores recently. The Raley chain recently separated away from other grocery chains, Safeway and Save Mart stores, and will continue negotiations on their own with the Union. The Raley Company is asking for 18 million dollars’ worth of annual savings from cutbacks in Health Care expenses. Store officials say the delay in a new agreement and refusal of the unions to budge is causing lost jobs as more stores will close. Raley’s has said all along that nonunion chains like Wal-Mart are hurting the chains that are union.   -0- Federal Authorities have filed criminal charges against Joe Stancil and his company for allegedly selling airplanes illegally to criminal elements in Southern California and Mexico. The company sold six aircraft to alleged drug traffickers by taking cash payment just under the reporting limits to evade detection by authorities. This so called money laundering scheme could carry a prison sentence of up to 20 years.     BUSINESS Local Unions and the City of Sacramento were dealt with a push back on an initiative that would have required labor agreements on publicly funded projects….when there were not enough signatures to place in on the ballot. Supporters of the measure turned in more than the required signatures; however they did not pass the legitimate test and therefore failed. Labor Unions and the Democratic Party have been gearing up to fight the measure which would have outlawed project labor agreements which have been approved in Placer County.   -0- American Airlines told employees Wednesday that the company must reduce employee related costs by 1.25 billion dollars per year to emerge from Bankruptcy and become a stronger company. 13 to 15 thousand jobs are in jeopardy according to officials yesterday. American is the sixth busiest carrier at Sacramento International. American filed chapter 11 in November citing high labor costs and fuel costs.   -0- The Sacramento BEE reported yesterday that California state payrolls increased by a half a billion dollars last year in spite of all the layoffs and furloughs. The BEE analysis says that the increase is because the state shifted to hiring freezes and layoffs rather than furloughs which increased thousands of workers annual pay plus there were large raises passed out and union negotiated bumps.   -0- First Northern Community Bancorp, parent of First Northern Bank is reporting net income of 3.2 million dollars for 2011. This is up 2.7 million over 2010. First Northern has 10 branches in the area.
