Friday, March 5, 2009 KAHI News   Spare the air is forecasting GOOD breathing for placer and Yolo counties, MODERATE for Sacramento and El Dorado.   Tomorrow Saturday GOOD is forecast for placer Sacramento and Yolo, El Dorado county for Saturday is MODERATE. -0- 20 a year old Kevin Davis, lost since Tuesday, was found yesterday by searchers near Castle Peak on Donner Summit, alive and well.   Davis become separated from his friends who were snowboarding. The search activated more than 80 people who took part in the rescue operation.   He was found about a third of a mile from the spot where he had last been seen and was standing next to a snow cave which he had built that helped him survive the two days he was missing.   Staying in a snow cave provides shelter and temperatures 20°higher than the outside.   Davis was spotted by an air National Guard Helicopter crew and was taken by the California Highway Patrol Helicopter to the Forest Lake Hospital in Truckee shortly after he was found.   He was suffering from mild hypothermia and said he was very hungry. -0- A man described as white with a stocky build patiently stood in line at the Grass Valley Wells Fargo bank branch in the Raley’s grocery store and then held it up when he got to the teller’s window yesterday at 12:27 PM.   He approached the window and produced a note demanding money and then left the store after he was handed the cash by the teller.   Police checked the area looking for possible witnesses and we’re not sure if he left in a vehicle or on foot.   Shoppers inside the busy grocery store were hardly aware that a robbery had taken place even after yellow crime scene tape was placed around the bank.   Police said they do have an excellent video of the suspect who was wearing a black ball cap with a white logo, wearing sunglasses and a gray hooded sweatshirt under a tan jacket.   Police do not believe it was the same man who robbed the Bank Of The West across the street from Raley’s on December 22.   This is the third robbery in Grass Valley, and the fourth in Nevada County in the past three months. -0- Grass Valley’s Mayor said yesterday said that layoffs have not been targeted at this point but that no city department is safe from other cuts as city administrators and council members prepare the 2010-11 budget.   The city is estimating a $700,000 deficit in a $10 million budget over the next two years.   The City Council has held a series of three budget meetings with district administrators and indicated their support for cuts in a variety of areas.   So far they will propose leaving two pending vacancies open in the police department, cutting back on seasonal firefighting employees, reallocating staff to different departments and moving some salaries to the Redevelopment Agency fund from the city’s general fund.   The council will now turn its attention to increasing revenue to the city and will host a town hall meeting Tuesday, March 30 at City Hall to discuss retail, job creation, and tourism. -0- The Nevada Joint Union High School District and their Teachers Union signed a tentative agreement yesterday on furlough days.   If all 250 district employees agree to five furlough days it could reduce the budget shortfall by $500,000 against an estimated 2.1 million dollar budget gap.   Superintendent Ralf Swenson said it is going to ultimately reduce the number of layoffs that the school system would have to live with.   22.1 fulltime equivalent positions were slated for layoffs including some staff.   The district is obligated to notify employees of the potential layoffs by March 15.   The system serves more than 3700 students and is made up of 11 schools including Bear River and Nevada union. -0- A Lake Wildwood home was saved yesterday morning from a strong blaze that destroyed an attached garage. A neighbor across the street called 911 after a PG&E employee knocked on her door and reported the fire at the Chaparral Circle home. Penn Valley fire responded immediately and contained the fire. Officials said it appeared the fire started in the garage and was spreading toward the internal structure. There was no one home at the time. No injuries were reported and fire officials are investigating. -0- California Lawmakers passed legislation on Gasoline Taxes in the state yesterday. The Senate passed the bill earlier yesterday which will change some accounting rules, and place an excise tax on gas purchases rather than a sales tax. It is expected to move more money into the general fund, and not immediately change the   pump price. The Democratic senate said they will maintain the monies for transportation and road projects, and said it could create 10 thousand jobs. The House passed the bill late in the day and now it goes to governor Schwarzenegger’s desk for signature.   The bill will end a 6% sales tax on gasoline and replace it with a 17.3¢ per gallon excise tax.   -0- Karen bass, the former Assembly Speaker of the California House, in stepping down as the assembly leader yesterday, promoted 20 members of her democratic caucus staff and gave them a 10% salary increase.   The pay hikes were submitted and took affect the same day.   Assemblyman john A Perez Of Los Angeles was sworn in as the new speaker on Monday.   Observers made the point that the increases came at a very interesting time with the state facing massive debt and most state workers are dealing with pay cuts through furloughs.   The largest single increase was $729 per month to one staffer who also got a promotion.   Speaker bass said that the assembly had raised the level of services and had cut 42 million from its budget over the past two years and that the raises allowed the assembly to retain staff.   Since bass executed the pay raises before she stepped down from the leadership role no other approvals were required. -0- The Sacramento City Unified School District Board approved a plan yesterday that will increase elementary school classes, but with 430 fewer teachers and school support staff.   The district will lay off 430 workers which include 340 teachers, 60 counselors including social workers and psychologists, 38 school administrators and five school clerical workers.   The class size will go from 25 per room   to 30.   The school district is facing 30.6 million dollar budget deficit for the 2010-11 fiscal year. -0-
